To meet the government's commitment to fight organized crime in Saskatchewan, the 2008-09 Budget provides new funding for nine police officers who will focus on conducting investigations into street gangs.

In part, the following explains the requirements in The Boiler and Pressure Vessel Act and Regulations: 

In order for a used pressure vessel to be accepted for pressure service in the Province of Saskatchewan, the following conditions must be satisfied: 

Design Registration

All boilers and pressure vessels shall be registered for use within Saskatchewan.  The primary objective of Design Registration is to ascertain, within reasonable bounds, that designs submitted for registration under The Boiler and Pressure Vessel Act are in compliance with the Act, regulations, and relevant codes and standards.  One must keep in mind that the owner of the design has ultimate responsibility for its correctness.  Where the owner is unavailable, the person or firm making application for registration must accept ultimate responsibility for its correctness.  Registration of a design does not relieve any person who constructs, installs, alters, or repairs a boiler or pressure vessel of liability with respect to that design. 

Design Submission Requirements

Before installation or operation of a boiler or pressure vessel commences, the design of the boiler or pressure vessel shall be registered unless otherwise provided in the regulations.  The submissions for registration shall include information as indicated in the informational letter titled "Registration Requirements for Boilers and Pressure Vessels (New Designs)".  Additionally, a copy of the manufacturer's data report must be submitted. 

When Original Drawings Are Not Available

If original drawings are not available, as-built drawings of the vessel will be accepted based on the following limitations:

  1. All welds (internal and external) and dimensions must be verified by the local inspector, a licenced pressure equipment inspector, or another third party inspector acceptable to the Chief Inspector.
  2. All components of the boiler or pressure vessel not listed on the original manufacturer's data report or identified by required ANSI/MSS SP-25 markings must be removed and replaced.  This may include nozzles, flanges, couplings, manways, firetubes, gas domes, saddle supports, etc.  Replacement of these components will be handled as an alteration to the original design and will require the submission of design drawings and support calculations.

Submissions for registration shall be sent to the Saskatchewan Boiler and Pressure Vessel Safety office in Regina at the following address:

Designs submitted by fax or other electronic means (email) are not accepted at this time. 

Notes

All boilers or pressure vessels manufactured outside of Canada must have been registered with the National Board at the time of manufacture. 

Nameplate Stamping

If a Saskatchewan Canadian Registration Number (CRN) is issued, the local inspector or jurisdictional inspector will re-stamp the nameplate.  THE OWNER / OPERATOR OF THE BOILER OR PRESSURE VESSEL IS NOT PERMITTED TO ALTER THE NAMEPLATE IN ANY MANNER.  UNAUTHORIZED ALTERATIONS OF THE NAMEPLATE MAY RESULT IN THE BOILER OR PRESSURE VESSEL BEING CONDEMNED FOR PRESSURE SERVICE. 

Exemptions from Registration Requirements of Used Boilers and Pressure Vessels

The design of a used boiler or pressure vessel is not required to be registered pursuant to The Boiler and Pressure Vessel Act if:

  1. The boiler or pressure vessel:
    1. was constructed in strict compliance with the administrative and technical rules of the appropriate section of the ASME code;
    2. was stamped in accordance with the ASME code with the applicable code symbol stamp;
    3. is registered with the National Board of Boiler and Pressure Vessel Inspectors (NBBI);
    4. records the NBBI registration number on the data report required by the ASME code;
    5. is stamped with the NBBI registration number on the nameplate of the boiler or pressure vessel; and
    6. Was fabricated after January 1, 1997. - OR -
       
  2. The boiler or pressure vessel:
    1. was constructed in a province or territory of Canada other than Saskatchewan in strict compliance with the administrative and technical rules of the appropriate section of the CSA B51 code;
    2. is assigned a Canadian Registration Number (CRN) by the boiler and pressure vessel authority of the province or territory in which it was constructed;
    3.  was assigned the CRN after January 1, 1997;
    4. was inspected during construction by an inspector employed by the boiler and pressure vessel authority of the province in which it is constructed;
    5. records the CRN on the data report required by the CSA B51 code; and
    6. is stamped with the CRN on the nameplate of the boiler or pressure vessel.

Before a boiler or pressure vessel mentioned above is installed, the owner must submit the data report for registration.  The fee for the registration of the data report is $110.00 and shall accompany the data report. 

Inspection Requirements Prior to Operation

Final acceptance of the boiler or pressure vessel is based upon a physical inspection (internal and / or external) performed by the local inspector.  A copy of the manufacturer's data report will be required at this time in addition to the copy provided for the application for registration (when the design was not previously registered). 

If the boiler or pressure vessel's physical condition is in question, further NDE and / or a hydrostatic test may be ordered.  Previous inspection reports issued by other provinces or territories and recent NDE results may be beneficial.  Excessive corrosion / erosion or other physical defects may result in rejection. 

If a deficiency is detected, the boiler or pressure vessel will have to be repaired to a satisfactory condition before being accepted for use.
