In part, the following explains the requirements in The Boiler and Pressure Vessel Act and Regulations:
Objective of Design Registration
The primary objective of Design Registration is to ascertain, within reasonable bounds, that designs submitted for registration under The Boiler and Pressure Vessel Act are in compliance with the act, regulations, and relevant codes and standards. One must keep in mind that the owner of the design has ultimate responsibility for its correctness. Registration of a design does not relieve any person who constructs, installs, alters, or repairs a boiler or pressure vessel of liability with respect to that design.
Design Submission Requirements
Before construction or installation of a boiler or pressure vessel commences, the design of the boiler or pressure vessel shall be registered unless otherwise provided in the regulations (described below). The submissions for registration shall include:
- the design drawings in duplicate (folded);
- one set of calculations;
- proof of registration in another Canadian jurisdiction (if applicable);
- a completed "Application for Registration of Design" form for each design; and
- the prescribed fee as shown at then end of this section taken from the regulations (cheques or money orders made out in Canadian funds to the "Minister of Finance"). No refund will be given of any fee paid pursuant to an application for registration if the application is denied.
The drawings, specifications, and other information submitted shall show:
the design pressure and temperature (including MDMT if applicable);
- details of the arrangement and dimensions of all component parts (including the specified minimum thickness after forming for formed heads);
- the ASME specification numbers of all materials (including grades, types, etc.) for which an ASME specification number is required by the applicable code or standard;
- details of the proposed construction and welded joint configurations;
- the section and paragraph number of the ASME code under which it is to be constructed;
- the extent of code required and other non-destructive examination;
- heat treatment (holding temperature and holding time) if applicable;
- impact testing if applicable;
- hydrostatic or pneumatic test pressure;
- flange ratings;
- identification of any Code Cases intended to be applied to the design;
- a report of any physical tests conducted for the purpose of establishing the maximum allowable working pressure of the boiler, pressure vessel, or any part thereof; and
- any other information that the design reviewer may require to ascertain that the design is suitable for registration (as authorized by the chief inspector).
In short, the drawings must be complete enough that, without having to assume anything, one could use the submitted drawings and specifications to build the exact same item and have it meet the code.

Designs submitted by fax or other electronic means (email) are not accepted at this time.
Notes
Design registration will be denoted by the Canadian Registration Number (CRN) assigned to the design. Any number of units may be made to one registered design, unless the code or regulations change to invalidate the registered design or unless the registration limits the number of units that may be built to the design.
Note that it is not necessary that the drawings be stamped by a registered Professional Engineer unless the code or design reviewer requires such stamping.
Registration Requirements - Special Considerations
- A pressure vessel exceeding 37 370 litres in capacity that is installed in a horizontal position on two saddle supports must be analysed using the "Zick formula" to verify the adequacy of the saddle support design.
- Pressure vessels that are to be used in the handling and storage of liquefied petroleum gas must be designed for a pressure not less than 1 725 kilopascals.
- Pressure vessels used for the storage of anhydrous ammonia must be designed for a pressure not less than 1 725 kilopascals.
- Pressure vessels that are to be used in the handling and storage of compressed gases other than anhydrous ammonia and liquefied petroleum gas must be designed for a pressure not less than the vapour pressure at 46oC of the gas to be contained.
Exemptions from Registration Requirements of Boiler and Pressure Vessels
The design of a boiler or pressure vessel is not required to be registered pursuant to The Boiler and Pressure Vessel Act if:
- The boiler or pressure vessel:
- is constructed in strict compliance with the administrative and technical rules of the appropriate section of the ASME code;
- is stamped in accordance with the ASME code with the applicable code symbol stamp;
- is registered with the National Board of Boiler and Pressure Vessel Inspectors (NBBI);
- records the NBBI registration number on the data report required by the ASME code;
- and stamps the NBBIregistration number on the nameplate of the boiler or pressure vessel. – OR –
- The boiler or pressure vessel:
- is constructed in a province or territory of Canada other than Saskatchewan in strict compliance with the administrative and technical rules of the appropriate section of the CSA B51 code;
- is assigned a Canadian Registration Number (CRN) by the boiler and pressure vessel authority of the province or territory in which it is constructed;
- is inspected during construction by an inspector employed by the boiler and pressure vessel authority of the province in which it is constructed;
- records the CRN on the data report required by the CSA B51 code;
- and stamps the CRN on the nameplate of the boiler or pressure vessel.
Before a boiler or pressure vessel mentioned above is installed, the owner must submit the data report for registration. The fee for the registration of the data report is $110.00 and shall accompany the data report.
Notes on Fabrication
Please note that fabrication of a boiler or pressure vessel for use within Saskatchewan must comply with The Boiler and Pressure Vessel Act and Regulations and CSA B51 (Canadian Standards Association Boiler, Pressure Vessel, and Pressure Piping Code).
As such, fabrication within Canada may be performed by a manufacturer holding a valid Certificate of Authorization issued by either ASME or the provincial regulatory authority governing that facility.
Fabrication outside of Canada may only be performed by a manufacturer holding a valid Certificate of Authorization issued by ASME for the product being manufactured. The boiler or pressure vessel must also be stamped with the appropriate ASME symbol and registered with the National Board of Boiler and Pressure Vessel Inspectors.
