In the 2008-09 budget, the government provided increased funding for eleven police officers who will work in the Internet Child Exploitation Unit (ICE) to protect Saskatchewan children from sexual exploitation over the Internet.

Keeping our communities safe is a top priority of this government. We are especially committed to protecting children in our communities. It is shameful that there are people who exploit children and youth through the sex trade. The sexual exploitation of children and youth through involvement in prostitution is child abuse and will not be tolerated. That is why the government has created and implemented the Vehicle Impoundment against Sexual Exploitation (VISE) program.

The purpose of this program is to deter those who cruise our streets and neighbourhoods in vehicles for the purpose of buying sexual services through vehicle impoundment.

A serious problem in our communities is the prevalence of street prostitution in residential areas. Children exposed to this activity in their community come to see it as a normal way of life, and this increases their risk of involvement in the trade. Children in areas where street prostitution flourishes are at serious risk of being approached or accosted by individuals seeking sexual services. This legislation will significantly reduce the vehicular traffic in the stroll areas, improve the quality of life for those living in these areas, and keep children safe.

Currently, we have no definitive numbers about how many children are involved in the sex trade. Regardless of the numbers, we do know that there are children and youth participating in prostitution in Saskatchewan. That is unacceptable to us and we must do whatever we can reasonably do to stop this from happening and protect all of our children from this heinous form of sexual abuse and exploitation.
